that thing is called your Dock. it holds some of your Mac icons that you use most often. they are located in your system preferences. you can not download it for windows unless you have windows Vista.

I tried both of these pieces of software and yes, ObjectDock is the closest you will get. Its faster and more customizable that RocketDock.

I just downloaded the Stardock. That thing is awesome!! Love it.
i used obectdock for a while when i had xp. i did a full transformation of my comp so it woulld look like OSX. then i reinstalled vista and no longer require it. defo worth downloading tho, as it is a nice, low powerconsuming way of easily accessing apps without cluttering ur desktop with various icons. i only have one icon on my desktop (recycle bin lol)
