that thing is called your Dock. it holds some of your Mac icons that you use most often. they are located in your system preferences. you can not download it for windows unless you have windows Vista.

I tried both of these pieces of software and yes, ObjectDock is the closest you will get. Its faster and more customizable that RocketDock.

"ObjectDock™ is a program that enables users to organize their shortcuts, programs and running tasks into an attractive and fun animated Dock. By allowing users to have more control over how they organize their desktop, users can take control of their desktop icons and shortcuts to have them be available when where and how they need them. This, all with the unique style and top-rate performance that ObjectDock is known to deliver!"

    Another:

"RocketDock is a smoothly animated, alpha blended application launcher. It provides a nice clean interface to drop shortcuts on for easy access and organization. With each item completely customizable there is no end to what you can add and launch from the dock."

i used obectdock for a while when i had xp. i did a full transformation of my comp so it woulld look like OSX. then i reinstalled vista and no longer require it. defo worth downloading tho, as it is a nice, low powerconsuming way of easily accessing apps without cluttering ur desktop with various icons. i only have one icon on my desktop (recycle bin lol)
