I use Skype on my iPod touch 3G with iOS 4 and it is woking great!
Try to remove Skype and then install again.
I can make phone calls to any number in the world with my iPod touch and Skype

I use the touch as a phone all the time. You can download vonage and also whistle phone. Both work great.

As of Sept 19 Apple has allowed "GV Mobile +" which allows you to use gvoice over the internet. At least until Jan 2011 gvoice calls using wifi connection to any number in US & Canada are free.

Well technically, it is an iPod Touch the iPhone does not Touch.Since iPod Touch, also so cool to use the meeting as my would be assumed that the microphone wi-fi works. I believe that nothing and I think its all crap until I personally experienced.
