Install iTunes again and try to synchronise with iTunes.

Ipod not recognised on USB in Windows
Ipod Touch not Recognised by Windows USB at all
I had this exact same problem! To save you all the 7 days it took for me to get a working solution.
Here is the bottom line if your Computer USB refuses to recognise the iPod Touch, Try connecting a Powered USB Hub to your computer and plug the IPod into that. For Me it worked straight away and ever since. Hope it does for you.
